Not sure if the region size has anything to do with it but each region can be set with its own OpenSim.ini file so one could be set differently to the other?

Odd - my first thought was that the region is still set to use XEngine but then not sure why other things would work (OSGrid has now removed XEngine)
Other thought was that perhaps something is broken in the HUD due to all the asset stuff OS Grid is doing - can try deleting the HUD and picking up a new one and see if that works.

Are you sure that the Parcel group is the same as the group users set when there (i.e. the user and hence the HUD are same group as the parcel)?
